All top Institutions -the Monarchy, the Judiciary, the Executive, the Parliament and the main Opposition Party in the elected 205- member House of Representatives- have a role in constituting this institution. The Constitution has made provision in Article 97 for a structure consisting of the Chief commissioner at the top and "such number of other Commissioners as may be required."

His Majesty the King appoints the Chief Commissioner and other Commissioners of CIAA on the recommendation of the Constitutional Council, which is chaired by Prime Minister.
